Manning first gained recognition during his high school years, playing basketball at Walter Hines Page High School in Greensboro, North Carolina, and later at Lawrence High School in Lawrence, Kansas. His talent on the court earned him a spot at the University of Kansas, where he would go on to have a legendary college career. Manning's time with the Kansas Jayhawks was marked by his exceptional scoring ability, and he remains the all-time leading scorer in Kansas basketball history with 2,951 points. His dominance on the court helped lead the Jayhawks to a national championship in 1988, a crowning achievement in his college career.

Following his success at Kansas, Manning was selected as the first overall pick in the 1988 NBA Draft by the Los Angeles Clippers. He went on to have a 14-year career in the NBA, playing for several teams, including the Clippers, Atlanta Hawks, Phoenix Suns, and Utah Jazz, among others.
